According to the Implementation Measures for Professional Title Evaluation Management Services in Shandong Province (Lu Ren She Gui [2021] No. 1) and the Announcement of the Department of Human Resources and Social Security of Shandong Province on Doing a Good Job in Professional Title Evaluation in 2024, the relevant matters regarding the application and evaluation of senior professional titles for construction projects in 2024 are hereby notified as follows.

1、 Scope of application review

（1） The scope of application for evaluation by the Shandong Provincial Construction Engineering Technical Senior Evaluation Committee includes the qualifications of senior engineers for construction projects in various cities, provincial departments (units), and provincial managed enterprises, as well as the qualifications of senior engineers for construction projects in provincial departments (units) and provincial managed enterprises. The application for "current professional" includes 11 majors, including architecture, construction engineering, geotechnical engineering, water supply and drainage engineering, heating, ventilation and air conditioning engineering, urban road and traffic engineering, building materials, landscape architecture, gas engineering, electrical installation, and engineering fire protection.

（2） Any professional and technical personnel engaged in construction engineering professional and technical work in various enterprises, public institutions (excluding those managed according to the Civil Servant Law), social organizations, individual economic organizations and other employing units in our province, who have established labor (employment) relationships with the employing units, as well as freelancers engaged in construction engineering professional and technical work, can apply for and be evaluated for corresponding professional titles according to the prescribed standard conditions.

（3） Professional and technical personnel from other provinces are required to submit a letter of authorization for evaluation issued by the comprehensive management department of professional titles at the provincial and provincial levels to the Department of Human Resources and Social Security of Shandong Province. Professional and technical personnel from central units stationed in Shandong and state-owned enterprises from other provinces and their branches (branches, offices, etc.) participating in the evaluation of professional title applications must obtain a letter of authorization from the competent department with personnel management authority. The relevant procedures shall be implemented in accordance with the "Notice of the Shandong Provincial Department of Human Resources and Social Security on Simplifying the Procedures for Entrusting the Evaluation of Senior Professional Titles in Central Units Residing in Shandong" (Lu Ren She Zi [2019] No. 163).

（4） If the unit that independently evaluates and hires professional titles within the province entrusts the evaluation, it shall issue a letter of authorization for the evaluation to the unit that establishes the Provincial Construction Engineering Technical Senior Evaluation Committee. After the evaluation is completed, the judging panel will provide written feedback on the evaluation results.

（5） Civil servants, personnel managed in accordance with the Civil Servant Law, and retired personnel are not allowed to participate in the evaluation of professional title applications.
