In order to thoroughly implement the series of deployments of the Ministry of Housing and Urban Rural Development on the management of qualification approval for construction engineering enterprises, further standardize the implementation of provincial-level administrative licensing, strengthen supervision and management, and combine with the actual work of the whole province, the relevant matters are hereby notified as follows:

1、 Standardize the implementation of licensing matters

（1） Standardize the approval process. Focusing on the work objectives of "standardized process, rigorous review, accurate documents, and clean process" in qualification approval, optimizing the approval process setting, further standardizing the acceptance, review, audit, approval, publicity, announcement, certification and other links, clarifying the ownership of rights and responsibilities, and ensuring orderly implementation.

（2） Improve the institutional system. Focusing on the licensing matters directly implemented and delegated by the Provincial Department of Housing and Urban Rural Development, all levels should establish and improve the approval management system, and strictly carry out business in accordance with rules and regulations. We need to strengthen the construction of the anti-corruption system, comprehensively sort out, investigate and approve anti-corruption risk points, refine and clarify prevention and control measures one by one, form a closed loop of mutual restraint and supervision in each link and position, and minimize discretionary power.

（3） Clearly define the review criteria. Carefully sort out and clarify the key points of qualification review, unify the review standards and depth. For hot and difficult issues in the qualification process of enterprises, policy interpretation and answers should be provided in a timely and appropriate manner to provide fair and impartial approval services for market entities.

（4） Strengthen expert supervision. For administrative licensing matters involving expert participation in review, it is necessary to improve the expert management system, strengthen business training, carry out warning education, standardize review behavior, implement regular assessment, and accelerate the process of survival of the fittest.

（5） Strengthen digital empowerment. Comprehensively promote smart approval and accelerate the intelligent construction of the approval system. Utilizing data sharing to achieve information submission free and automatic filling, improving the convenience of qualification application. Strengthen departmental communication and coordination, intelligently determine the authenticity and compliance of application materials through embedded data automatic verification modules, reduce manual review participation, and minimize errors and omissions.

（6） Improve approval efficiency. Comprehensively improve the efficiency of administrative licensing approval and ensure that matters are completed within the promised time limit. At least one public announcement of various licensing matters shall be released every month to enhance the satisfaction of enterprises and the public in handling affairs.
