Announcement of the Provincial Department of Housing and Urban Rural Development on the Comprehensive Implementation of Electronic Certificates for Qualification of Construction Enterprises in Shandong Province

In order to further improve the standardization and convenience of government services, provide high-quality and efficient administrative approval services for enterprises and the public, and continuously optimize the business environment in the housing and construction field, the Provincial Department of Housing and Urban Rural Development has decided to fully implement electronic certificates for the construction enterprise qualifications approved and issued by our department from July 1, 2025, and no longer issue paper certificates. The relevant matters are hereby announced as follows:

1、 Scope of Implementation

Our department is directly responsible for approving the second level qualification sequence of construction general contracting qualifications for construction enterprises (excluding the second level qualification sequence of railway engineering construction general contracting) and the first level qualification sequence of professional contracting qualifications (excluding the first level qualification sequence of professional contracting for highways, water transportation, water conservancy, railways, civil aviation, and those involving multiple specialties) certificates.

2、 Application Fields

According to the relevant requirements of the "Several Provisions of the State Council on Online Government Services" (State Council Decree No. 716), electronic certificates and paper certificates have the same legal effect. The electronic qualification certificate for construction enterprises issued by our department can be used for government services, administrative law enforcement, engineering bidding, engineering construction and other activities. When the enterprise qualification is revoked, cancelled, revoked, or withdrawn, its electronic license shall be cancelled simultaneously.

3、 Certificate collection and use

Enterprises can log in to the Shandong Provincial Government Service Network and the "Love Shandong" server to obtain electronic certificates. When using them, they can directly display their certificates without providing paper certificates.

Institutions or individuals can scan the QR code of the certificate to enter the government website to verify the authenticity of the electronic certificate of construction enterprise qualification provided by the enterprise. The QR code information of the certificate mainly reflects the electronic certificates and licenses of the enterprise's qualification information, as well as the approval time and changes of various qualifications of the enterprise.
